The sale of HCFC equipment (R-22, R-123, R-406A, R-408A, R-409A) can continue beyond 2017 until existing stocks are all sold out.

The importing of new/additional HCFC equipment into PNG will be stopped/banned as of the 1st January 2017.

Following this, the Conservation & Environment Protection Authority (CEPA) will be imposing additional permit requirements for the import of ALL Refrigeration and Air Conditioning equipment.

There are currently no restrictions on the import of all equipment so for now – you may import.

We are currently updating Environment ODS Regulations to include and will advise when all is in place.

PNG has been a party to the Montreal Protocol on substance that deplete the ozone since 1993.

Under this protocol PNG has agreed to control & phase out the use of HCFCs by 2025 through an annual trade/import reduction plan (tabled below for ref).

The Conservation & Environment Protection Authority hence controls HCFC imports through quota allocations to registered permit holders.

2016 registered HCFC Permit holders include; Brian Bell & Co Ltd, Daikin PNG/Lae, BOC PNG Ltd, Vision Mechanical & Electrical Ltd

Permit holders are required to notify/attain approval from the CEPA- NOU for each HCFC shipment.

This notifications assists to ensure that all HCFC imports by registered permit holders are monitored/maintained within allocated trade quota for the year.
